    கடவுளுக்கே மணிப் பர்சை பாதுகாக்கச் சொன்ன கணவன் "he is really great"

In 1789, the E.I.C. authorities had set up an institution in Madras called the Male Military Asylum. It was a boarding school for orphans and the illegitimate sons of native women and British soldiers. Bell was asked to take over the running of this - a task which he set about with great enthusiasm and commendable altruism, for he refused the salary of £240 per annum. He found the teaching methods abysmal and was at a loss to know what to put in their place when one day he came across an open-air native school where the pupils were being taught their letters by inscribing them in the dry sand. This he thought was the answer, but the ushers (teachers) in the Male Asylum were stubbornly unwilling to look at anything new. Not to be beaten, Bell chose one of the older pupils - a bright 11-year old called Johnnie Frisken - to teach the younger ones. Out of this, Bell developed what he called the monitorial or Madras system, where pupil monitors taught pupils younger than themselves in addition to receiving their own education from older pupils or teachers. The quality of education in the Male Asylum rose markedly. In addition to the three R's, the pupils received a sound moral education based on a mixture of admonition and praise, but without corporal punishment - a legacy from Bell's own childhood.
Bell, himself, in his Mutual Tuition (pt. I. ch. I, V). describes how in Madras he came into contact with a school conducted by a single master or superintendent through the medium of the scholars themselves. And, in fact, in England the monitorial system or the method of making every boy at once a master and a scholar is known as the
    "Madras system."

Bell, a Christian missionary in Madras took the Indian system of education back to England, and introduced it there. Until then, only the children of the nobles were given education there and he started education for the masses in England. So, we gather that it is from India that the British adopted the system for educating the masses.

England's debt to India in pedagogies has been fitly acknowledged in the tablet in Warminister Abbey, which describes Andrew Bell as

"the eminent founder of the Madras System of Education, which has been adopted within the British empire, as the national system of education for the children of the poor."
